Defying U.S. and Israeli opposition and amid reports that Israel is going ahead with settlement expansion plans to build 32,000 housing units in East Jerusalem, the Palestinians appear to be as determined as ever to seek U.N. recognition of a Palestinian state on the 1967 borders. Palestinian Authority President Mahmoud Abbas has visited several Arab and European countries recently to rally support for a Palestinian plan to seek U.N. membership for a state on the lines that existed before the June 1967 Arab-Israeli war, including the West Bank, Gaza Strip and East Jerusalem. Abbas paid a two-day visit to Beirut this week and held talks with top Lebanese leaders on the Palestinian statehood plan. His visit was significant because Lebanon, which is a temporary member of the U.N. Security Council representing Arab countries, will chair the council in September. With peace talks stalled since 2008, the Palestinians have said they will instead ask the United Nations to recognize their state in September. The United States and Israel strongly oppose the move, saying Palestinian statehood should be achieved through negotiations. Saeb Erakat, the chief Palestinian negotiator, said the request for an independent Palestinian state, within the 1967 borders with its capital Jerusalem, will be ready to present to the U.N. General Assembly session in September. "The Palestinian train is now heading toward New York," Erakat told AFP after a meeting of an Arab League follow-up committee in Doha, Qatar, on August 3. Chaired by Qatar, the committee, which groups the Palestinian Authority, Saudi Arabia, Egypt, Jordan, Morocco and Lebanon, endorsed a final draft of the Palestinian request to be presented to the General Assembly.
